Mr. T. L. Perkins is a native of Bristol, and served his articles to a firm in this City. In January 1892, he was selected from a large number of Candidates as one of the Assistants to the City Engineer, and commenced his duties in February of that year, being put in charge of the District embracing the residential suburbs of Clifton and Redland, where he continued until March 1897. During this period he superintended, under the direction of my predecessor and the works connected with sonie important and difficult sewer re-constructions, especially one crossing underneath a railway in full work. A large area of wood paving has been laid down in Bristol since 1892, of which Mr. Perkins has had immediate control of over 30,000 superficial yards, various kinds of wood, such as pine, Australian hard woods, beech, and oak being used.

The Electric Lighting is owned and controlled by the Corporation of Bristol, and under Mr. Perkins' superintendence about eight miles of cables have been laid, and 10 transformer stations built.

In March 1897, Mr. Perkins was promoted to No. 1 (Central District), embracing the City and important surroundings, having an area of 1,300 acres, about 30 miles of streets paved with granite setts, nine miles paved with wood, and 16 miles laid with macadam.

As Surveyor's Assistant, Mr. Perkins has to carry out, under the directions of the City Engineer, all the duties of a Surveyor under the Public Health Acts as regards construction and maintenance of highways, sewers, public parks, etc., etc.
